I wanted to establish a credible galactic threat, and since Thugos is about the heaviest hitting of the cosmic baddies out there it seemed like the way to go. Thugos is a tyrant and a conqueror but he's not a lunatic. He'll negotiate with other powers and seek statesmanlike solutions - most of the time.
