That's true. But what happens when they're stopped. "Stopping" villains really equates to either jailing or destroying them. It's the law or murder.

To my mind, "stopping" villains can simply mean removing their power bases and ability to function. See also: The fate that befell Andy Griffith's "Lonesome" Rhodes character, at the end of Elia Kazan's A Face in the Crowd.
