In-story it was Vespiir making a predection that they'd be there and CSFB! acting on it. What CSFB! didn't know was that Vespiir had made the prediction as payment to the Hooded Hood for restoring her sanity. So in-story, almost all the current line up is there because the Hood wanted it!
