Shrike is corrent in interpreting that if Vespiir had arrived insane her warning would not have been effective.

He's also right that the Hood wanted the warning given; but the cowled crime czar has always been a tough bargainer.

I tend to see the sanity-shredding elder nastiness that Vespiir braves as being especially monstrous, and as the story mentioned its even worse for a psychic. Vespiir just doesn't possess either the experience or the self-confidence to even stand a chance.
