I perhaps didn't make clear enough that Jay discovered the threat because he's methodical and thorough. He knew there's be a lot of people coming to the Foundation that day. of course he'd go check the fire routes were clear.

There's no dramatic tension if your character just gets infinite free lives. There has to be some reason you don't want them to die.
