Hatman's not going to break the law or condone others breaking it on his behalf. In fact part of what he's trying to do is to prove to the people of corrupt GMY that the law can prevail if people stand up and fight.

As for Boss Deadeyes, you'll recall he gave his blessing on the hit. His reasoning was that if Jay can't survive it then he's not the man needed to bring Klein down, and if Jay can survive it then Klein's authority and reputation are eroded.
