For Dr. Lia's strategy, I stole a page from Apple's older Macintosh machines pre-1990. What they did was have part of the operating system in ROM (firmware), and part of it on disk. What that did was make it boot brand-new from the ROM, but eventually the data on the disk would override the ROM until it wasn't really necessary anymore. You could literally pull the chip out of the computer, and it would still run just fine.

In this case, Anna and Nena's firmware initially only had basic rules that governed their emotional response, but they don't need that anymore - it's now integrated into their software and thought processes. They learned how to make decisions the same way humans do. So basically Dr. Lia took the longer road of android evolution, and it's paying off in that they are not affected by exterior factors anymore.

In other words: She got rid of the chip.

Why? Because she believed it to be a crutch that limited the ultimate brain development of her androids.

Naturally, that made her a loon in the industry, because "this is the way it's always been done", and she was breaking those rules.
