I think its an interesting idea, though to be honest there have always been those secondary characters who go through story arcs in UT ala the second tier Avengers: they just were hangers on or support staff not official members of the team (Lisette being the obvious example).
As for your suggestion of Kambyon joining the Legion, I suppose it could work since it would add a personailty type it doesn't look like we have in the upcoming line up and that character has ties with someone who appears to be a major player in upcoming stories. The problems would be I'd have to go back and wrap up the dangling plotline I set up, he's waaaaaay too powerful as I orignally imagined him and would need to be downgraded, and a reason for him to be on the roster would have to be established.
