There's no official explanation why Lara has those powers. It was triggered somehow by a goddess named Shema who knows the human genome like the back of her hand. Presumably there's a complex combo of genetic and exterior factors that trigger it, but not easily, or it would be way more common.

Lara wouldn't really care if they were currently on wanted posters all over Paradopolis. The way she figures, if they aren't a clear and present danger, she'll let them be for the moment. That's what I meant by her not minding the grey area. Sometimes it's easier not to fight the tide, and to wait until it's in her favor.

Chiaki is used to dealing with gangsters. Quite a lot of them have made an offer about cleaning up the streets, or fixing up a neighborhood, or providing for the poor. But she knows they never say that they'll do it by paving the roads with blood, and every dollar will be stained with it. And most of the time, they don't keep their word.

That would make her very skeptical of the offer made to Vinnie. She would urge him to pay close attention to who benefits, who loses, and exactly how trustworthy the party is making the offer. Ask himself if it's more likely that they're doing all of this to neutralize any and all possible resistance so they can seize power for themselves. She would believe the answer to that is yes.
