That implies either he's the one arranging for the Lair Legion to be disabled, or there's one item in particular he wants and everything else is a distraction.

I'm not sure how they're going to steal a house, unless he just plans to sieze it and live there. Anna is too new for him to know about, but I'm betting Hallie is high on the list. And by now I'm sure the king has heard of Lara Night but he'll find her to be extremely uncooperative.

I can see that this is something highly in military jurasdiction simply because there aren't enough heroes to deal with it. Even battle-trained Anna is only one android.
