He learned that the PM's not protecting the Parodyverse now.

The Sturdy Strolling Beggarly Brotherhood don't want to conquer the Parodyverse, just to loot Paradopolis. They have small, achievable objectives.

The Beggars aren't about power. They're about sneakiness and subtlety and being in 5000 places at the same time so that 20 or so heroes can't stop them all.
