I don't see why they'd have to go after Hatty. He's a respected leader of the heroic Lair Legion, presumably holder of a Canadian passport with a US visa and an additional UN stamp because of the resolution granting the LL their status.

Chiaki's an unknown quantity with organised crime connections. I don't know if she has a passport, visa, or work permit, but such things can be revoked if the government feels there is evidence of a person undertaking illegal operations in the US (a provision sometimes used against suspected drug dealers). There's a world of difference.

And then there's the new and terrifying US anti-terrorist laws which allow suspects to be arrested on a balance of suspicion and foreign nationals to be questioned and confined outside US jurisdiction beyond judge's rules.

It depends if Lara never leaves the Mansion, never grabs a coffee at a street cafe, never buys a hot dog from a vendor, etc.

I would also point out that now that the hordes of officialdom have decamped from the Mansion it is in fact a very high profile place for anyone top stay if they want to avoid the public or official attention. Parody Island's living and working population has just gone down from 2000+ to less than 20.
