Well there are two simpler problems:  Motivation and jurisdiction.  The Immigration Service would have jurisdiction but not the motivation (plus they'd have to go after Hatman the Canadian as well).  Motivation would have to come from something more sinister, and that runs the risk of becoming a high Lair Legion priority.ÂÂ

That would involve breaking into the Lair Mansion though wouldn't it?  Which is possible but once again would bring it to a high Lair Legion priority.
