He's still a vigilante, though, with no government affiliation.  The government hates competition.  If he was captured by INS, I'm sure Epitome would say something like "serves you right".

Chiaki has a resident visa.  So far nobody has proven that she's guilty of any criminal activity whatsoever.  She could prove incredibly frustrating to catch for that reason - she walks on the ragged edge of the law where she can't be touched, and even pays her taxes.

They could try to ask her questions.  Then they'd have the problem of her being perfectly cooperative and answering every question honestly.  She has nothing to hide.  Of course it would be risky because Japan is a U.S. ally, so they'd have to have some pretense besides that she's Japanese.

Lara wouldn't buy a hot dog from a hot dog vendor, she knows how they make those.  :)  She might grab a coffee, but her movements are so random (she's not likely to, say, have breakfast at the same cafe every morning) it's difficult to predict where she'll go next.  And she always seems to know when she's being followed.

Lara is going to be there less often.  Remember, she can go from her home to the mansion like most people walk next door to borrow sugar, so she might be there one minute and gone the next.
