    Quote:
There are two ways to address this. One by having someone her powers can't work on for some reason, thJe other by having someone whose powers in no way conflict with her own. I'll address this latter idea below.

The powers-don't-work scenario would most likely attract the involvement of the Lair Legion, so people would wonder why they didn't get involved.

    Quote:
The DOOM method: the villain has diplomatic immunity as a ruler of a foreign or alien culture

That sounds like something for Yuki to deal with.

    Quote:
The LUTHOR method: the villain is so rich with such amazing lawyers and corporate/political pull that no charge will stick

Yuki or Psychis Samurai, mostly, but Lara has a few vigilante tendencies as well. The only time she ever killed someone back home was someone with that kind of unreachability and arrogance.

    Quote:
The LOKI method: the villain isn't even human, and doesn't have a terrestrial address

Lara would be the only one capable of dealing with that, except there would have to be a reason the LL doesn't get involved. If she knows they're vulnerable to him and it would be too dangerous if they were involved, maybe.

    Quote:
The RA'S AL GHUL method: the villain exists in the shadows as a whispered myth. If you see him its because the time has come for you to die.

Similar to above, except Chiaki also has a habit of getting involved with those kind.

    Quote:
But looking at the PVB cast and where the unfilled niches are, I'd say that a Xavier-level evil psychic would fit the bill. There was an early PVB villain called Psychic Mastermind who's long since destroyed, but otherwise we've been pretty quiet on the uber-psychic mindwalkers. If the villain could also possess people he could evacuate one body, say a GMY drugord, and be the CEO of New Tommorrow Industries tomorrow and the head of the Cult of Shabba'Dhabba'Dhu the day after. He could have been around for ages in one body after another.

I actually had one, kind of, with Marvellous Marv, but I kind of wore the concept out and I need something new.

I suppose one thing I can use in separating Lara from the Lair Legion is the reason she wouldn't join: Publicly because she says they can't rely on her all the time, but she also fears attracting greater and greater threats to the LL. She sees they're already nearly over there heads with each successive Big Bad.

Maybe she might go out on her own to protect them, because she feels she has unique and unpredictable powers that a Big Bad hasn't prepared for, and if she fails, hey, there's still the LL healthy and safe. Occasionally I can use the LL has already failed scenario but I have to be careful not to wear that out.
