From here on in, Caph really needs to deal with their internal development issues themselves.

Caph's not really in need of a trade deal yet. They have internal issues to manage. They have an agrarian economy that has allowed them to remain self-sufficient right up to them making interstellar combat less than a couple of hundred years ago. In fact Kiivan might be justified in slowing down his planet's exports and imports for a while and concentrating on home affairs.

I think for now Kiivan's trained. He needs skills in areas other than combat next.
