I'm not sure Caph is advanced enough yet for that kind of trade agreement; and since the Trade Alliance really only becomes evident in this sector of space AFTER the events of Saving the Future (which comes after this storyline) they're not yet around to ally with.

And really, the number of agencies that can stop Galactivac when he's hungry can be counted on the fingers of one foot.
