The actor is Marc Warren, a UK actor from the series Hustle. He's also guest-villained in the quite excellent Life on Mars.

> On a side note: In my mind I had Vinnie sounding like the guy who played Elton in "Love & Monsters" (Doctor Who series 2, episode 10), I guess that's sort of because the picture reminds me of him & Liu Xi sounded a bit like Toshiko from Torchwood.

Marc Warren also played Elton Pope in the episode you mention.
