There's a big difference between using the Phantom Zone Projector to kill an insane omnipotent imp about to destroy all of creation and offing cannon fodder before murdering the guy who killed your mom.

I'd say CSFB! had his "USAgent vs Watchdogs" moment.

... That these actions on Dream's part, however severe, are entirely different in yet another way, which is that they'll be retconned, except for his memories of them, once this adventure is done, which opens the door for a third way in which Dream can respond to them, which I'm already pre-writing as we speak ...
