They probably would have gotten out again sooner or later. It just so happens it's sooner, and all at once.

That's a possibility Chiaki considered too. She has other plans, but they aren't as grand in scale.

Or rebels. It depends on how the current regime is viewed. People who opposed Saddam Hussein were criminals too, but viewed as heroes of democracy. Chiaki figures if the Baroness is in charge, she's helping to fight a corrupt regime the only way a simple human can against metahumans: turn powerful elements against each other.

Chiaki would accept that and surrender willingly. She would trust Hatman to give her the best chance possible. He would probably even speak in her favor.

Remember also that even before this happened, Chiaki always half expected Hatman to arrest her over her association with Akiko, or her occasionally associating with criminal elements.
