Usually those who try to create an increase in crime are criminals.
> But she also anticipates that most of the escapees will be captured by the police, independent crimefighters, or the New Lair Legion pretty quickly. It's more like sneaking into a dam and opening one of the gates than blowing it up. If it does degenerate into total anarchy she'd be surprised.
