There's a chance that Beth's New Legion will do that too. Or that there might have been a prison escape anyhow. The difference is that Chiaki didn't create a new super-villain, she just released ones that are already there.

Not total chaos, just enough so the media concentrates on the sudden crime wave that's taken place since the Baroness took over.

It's a bold plan, but not as big as most people think. Chiaki is trying to create a sudden increase in crime and a public scare. Why? Because when that happens, the public blames the leaders for it, and the current leader is Beth Zemo.

But she also anticipates that most of the escapees will be captured by the police, independent crimefighters, or the New Lair Legion pretty quickly. It's more like sneaking into a dam and opening one of the gates than blowing it up. If it does degenerate into total anarchy she'd be surprised.
