I believe Kiivan to be very smart and clever, except because he had to be a politician and diplomat, he doesn't want to give away his ace cards unless he needs to. After all, who trusts a smart politician?
As for Caph...it's never been well defined tech-wise, so I took a little artistic license and decided that they do have some advanced technology in its infancy, but choose not to let it run their lives. So they have limited space travel abilities, but they don't take to the skies and the planets because they don't want to.
