So Kiivan and Ohanna seek a generational change by making it possible for slaves to rise to be owners, and eventually get everyone to be owners. It's controversial but something has to be done. I see it causing a lot of legal problems, maybe even violence, as one person who claims to own a woman tries to place a claim against her and the people she owns as well. Especially if it's a "traditionalist" who hates the idea in the first place. It also may destabilize the government as people who don't like the changes threaten it.
