My thinking is that after the Shoggoth pulls his binding-and-escape trick in your chapter, Whit/Naylathotep's response is to find someone who can track the Shoggoth, cut through whatever anti-elder god defences the Shoggoth might have attempted, and solve the whole binding thing by consuming the Shoggoth whole. Hence meeting and "befriending" Amy.
In other words, this is the next phase of Shoggoth-baiting - and the conduit to it is joining the rest of the cast at a Death Camp in Iowa.
