There is a major reason behind why the "Chad & Ronnie: Fugitives/Chad & Ronnie: The Return" storyline exists. Before I started this storyline 3 years ago, I wasn't doing much with Chad & Ronnie or their character & wasn't really sure what to do with them. The only one that I seemed to have ideas for was Catherine but I couldn't really use her without refer to Chad (At least that's how I felt).

So... I was thinking I should give Chad & Ronnie a final send off, give them 1 final story & resolve a whole bunch of stuff surrounding. That would in the 1 story that had yet to be told. That was the plan 3 years ago but I wasn't sure exactly how to get to that end point, I had that end point in mind. I just didn't know how to get there. I stopped writing the Fugitive storyline, I wrote a multi-part Interlude for that storyline hoping that would fill some while I came up with how to further the main story but that never happened. I once again I stopped using Chad & Ronnie.

Then this year, I start to use them again this year & knew that eventually I would have to resolve the events of the Fugitive storyline. That is where we find out ourselves now. It will be resolving some of those things originally planned for 3 years ago. Not really in the way that might of been originally planned but they'll be resolved. Will this be the final Chad & Ronnie story? not sure.

As for the Doctor Who reference(s) in this story. There are 2 in this story, One direct reference (the quote which you caught) & an indirect reference (at the end of the story involving the party). I've started to sprinkle in some Whovian flavor to the Chad & Ronnie's stories recently. Ronnie's current look is partially based of the the look Matt Smith sports as the Doctor. This is because:
A. I like the show
B. As thought about Chad & Ronnie a bit. I noticed some similarities between them & the Mad Man with the Blue Box.

Ronnie fills The Doctor role most of the time with Chad being his Companion. Chad does have his Doctor like moments at times. The rest of the supporting cast (Jane & Catherine mostly) would also fill the Companion role(s) as needed. I can totally see Jane being similar to Donna Noble as a companion. Catherine has had for sometime had some Doctor Who referencing sprinkled into her own solo stories (2 of ringtones on her cell phone are Who related) & now the Whovain references have crossed over into the "main" Chad & Ronnie stories. Clive Hudgens could be seen as some sort of Gallifreyan representative sent to take Ronnie's Doctor back home. All though that wasn't the intent when I originally came up with him.
