Lo-Chi's detailed in the footnotes, but the short answer is she was an alien who disguised herself and married Jarvis to manipulate him into dooming the Parodyverse and whom he died to stop. She was a recurring villain in the early Parodyverse but got sidelined along with her whole race, the Nebulous, at the time the Hooded Hood first conquered the Parodyverse (a while after poster-Jarvis had departed and In felt his cast had reached their retire-by date).

Given the associations between Shangri-La, the city which Lo-Chi was supposed to have originated from, and the underground mysteries trope, I felt it was worth throwing her in there as a tip of the hat. And speaking of hats, Jay Boaz really was pretty much Jarvis' protege in Hatman's rookie period with the Legion, so putting him against the woman responsible for Jarvis' destruction seemed like an interesting thing to do.
