Since about UT#60 or so all new members have been "probationary" for a period. The first ones were Dancer and ManMan (And Manny's never yet completed his probation). Probationary members get to go with the team but they have restricted security clearance and less say in major decisions. Quite a lot of probationary members never make it to full membership.

Probationary members who never made it to the big league include The Man Who Wasn't There (transformed and retconned), Magnetic Techbird (deceased), Avatar (deceased), Pegasus (deceased), Falcon (currently hidden by the Hooded Hood), and De Brown Streak (absent from Parodyverse), ManMan (lost his powers), and Citizen Z (I) (expelled when revealed as Baroness von Zemo).

Seperate from all of this are the Juniors, who don't count as members at all (except when Kerry says so while everyone else is missing in the Stitchlands). They're candidates for future membership, a talent development pool. So far no Junior has moved on to be a member of the adult team.
