Because otherwise I think this prophecy already came true when the last of the alien Pigeonwarriors were given shelter on Caph, only to stage a coup and take over the planet, leading young Kiivan to flee his homeworld with Ohanna and set up the whole Caphan saga that just ended when Kiivan and the Juniors took it back during the Parody War. I'd think the Caphans might be a little gunshy about welcoming <i>another</i> nearly extinct race of technologically superior people to come and live on their planet. I added a few ingredients together to figure out how this worked: Shen Rae has helped Kiivan and Caph before; She offered protection to Caph before; and Caphan society has the spirit of hospitality firmly ingrained, and Kiivan himself wants to do the right thing. A few stories ago, during Shen Rae's last visit to Caph, she also wondered how they can be so hospitable when they've had nothing but negative experiences with aliens.
