That's because getting rid of the heroes is more of a side hobby for him.  He's not really putting all his bets on it.

He buried a robot under the city apparently knowing that Hatman would move a refrigerator and find a trapdoor that would lead to a buried street where he would sense Anna's presence and rescue her, only to have his hats stolen from him leaving him trapped to die.

That seems like a full time kind of effort right there.  ;\-\)
