I'm warming to the Marvellous Marv for Mayor plot possibility, and that might offer an opportunity for Yuki and Liu Xi to end up clashing with him on issues such as citizenship and required licensing of psionic abilities.

I'm not sure Vinnie is confident enough to be comfortable asking for favours from people; except in his professional work, where he becomes far more assertive when he forgets himself and get on with his cases.
