I think Hatty would tell the rest of the LL. As to the governments of the world, on PV earth we've seen time and again they can't really handle something of this magnitude. Does it set the LL up as arbiters of right and wrong for the whole planet? Sort of, but that's the nature of superhero stories.

I think the LL would make the call. When Hatman first became leader you likened him to the captain of a sports team who involves his teammates in big decisions; when the Hood came to confront Hatty when he first took command he called the entire team in to hear his spiel rather than go it alone.

Well, the LL could trust that their "readership" (we've established that the PV is made of stories but never who the reader is) would be interested enough in them that they would remain the Nexus regardless of the Chronicler's interference.
If Earth was no longer the Nexus, I think the LL would just have to trust in their own powers and abilities to protect it.
