As long as he keeps a low enough profile. With the start he had earlier he was guaranteed to attract attention.
The only real advantage Anna has over Harvester is speed - since people have shot at her and missed, from her point of view Harvester moves really slowly. And, of course, the super-hot running lasers in her eyes help too. It might never get to that, though, because she would place priority on outrunning him - unless she's supposed to be guarding Visionary's kids at the time. Since the Lair Legion asked her to keep collateral damage to a minimum, she'd probably prefer running from the Harvester. Failing that, trying to disarm him would be second. She wouldn't step up to full battle mode unless she felt she had no choice, because that would cause a massive amount of collateral damage. There's a reason for the Lair Legion insisting she keep the damage down, by the way. Both for their own reputation...and because if Hatman destroys a city block fighting the Harvester, the city's used to that. If Anna does, there would be hearings about the safety of her living in the city. | |||||||
