Actually the idea is that Frankie thinks Vendredi will take on the Lair Legion.  He wants to "bring in" Chiaki to his side so Vendredi doesn't end up killing her too.  If she doesn't play along, though, she'll be at the mercy of Vendredi's plans.  More on that in the next part, including just how much she knows about it.
