For starters they could frame Chiaki for the murder of, say, Meggan Foxxx, then release some ancient Tibetan demons to hunt her soul, then arrange for high level psychics to attack her through illusions and false memories, then begin eliminating anyone she's ever met one by one. And so on. And then they'd start playing rough.
