The Smart Reply feature uses the Rich Text form if the original post was Rich Text and the standard form (unless you select Rich Text by default) for non Rich Text posts.

It was done not to be cool (thought it is!) but to solve the problem where complicated Rich Text posts can become virtually unreadable in Plain Text with all the "div", "span" etc formatting tags.

If you have a saved profile you can change that now by turning off the Rich Text editor.  If you don't have a profile stay tuned, I'm going to make a cookie-accessible preference for that soon.
