I called this story "reactions" since that's all it was a series of people reacting to the news & it was a way for me set up a number of story lines that will play out for over the next couple of issues.

As for Ham-Boy not being required in the story: he was. If he didn't join the Legion, these people wouldn't have any news to react to. $\:\)$

Ham-Boy will be in the next issue.
