It's how Vizh works. He's got massive networks and he's not afraid to use them. Garrick called Mumph in, Vizh decided to put him back on the team.

Mumph's older, louder, courser, better-connected, more confident, less tolerant and more ruthless than Hodgekiss. That was why Vizh deployed him. Of all the people who could have countered Hodgekiss, Mumph's about the only available one who could have beaten him using his own strong points.

I imagine that he's got plenty to say, given his generally chivalrous and somewhat outdatedely paternal attitute to "little gals". He's be concerned that people weren't being polite to Anna and he'd be against any kind of denial of her rights as a person - although he'd be less concerned with her legal and civil ones than the way she's actually treated by people around her. He'd be as likely to bark at someone for not opening a door for her as someone trying to deny her citizenship.

Bear in mind that for Mumph even the gramaphone is modern technology so artificial people are classified in that same "modern day innovations" category as all the other things that weren't there in the mid 19th century. He isn't interested in the fears of the legislators. He was there when people were getting worried about the steam engine causing industrial revolution.
