It's conditional. Things like behavior and mannerisms and speech she has to learn. Languages she can download because that's more like a conditional translation matrix (like Babelfish, only with better grammar). But she won't be able to speak like a native unless she hears one speak and observes them.

Note that it can cause problems with some languages where volume and inflection are important, like Chinese. She probably didn't really didn't know how to speak it well enough to be understood until she observed Liu Xi doing so.
