I see Yuki as being a different kind of rash. She's also the kind to investigate and get her facts in order. And she'd also see to her team-mates as a priority.

The General's only the symptom, so killing him won't fix things.

Garrick's "failure" was in controlling CSFB!, but he's also a political appointee from a previous adminstration so the writing was already on the wall.
