The problem is, of course, in this "Power Corrupts" scenarios (ala "Civil War" and the PVB's own 1066 storyline) is that we know the heroes are by their nature incorruptible, so that we really have no moral qualms about them setting themselves up as above the law, since by the very nature of the genre the heroes are always right so trying to rein them in by bureaucracy is always wrong.Maybe we can challenge that a bit.
