Given what you've just read, recommend a 12 member team, including any leaders. If you can supply reasons for people's inclusion, so be it.

And if it helps, the Hooded Hood, Zdenka, and the Carnifex won't be available.

Depowered Hatman as head of security if he must be depowered. Switch him for Dancer (and take over as leader) if he gets his powers back. Which I hope he does.
