This particular meeting isn't really a varsity of villains so much as a collection of some of the more "criminal businessman" type villains. All of those present tend towards running organisations which engage in crime for profit, and all of them have an international range. Others who might have been there would be the Mind's Eye representing Factor X, or Akiko Masamune.
