It's largely because his gaining his kaos powers pinged so many psychic radars, and he's wandering around like a psychic hurricane. The last known recepient of these powers nearly conquered the world with them. Previous people who have receieved "gifts" from the Judas Box have gone on to be extremely nasty. Clearly a number of people want to be on his good side or to make sure he never gets powerful enough to have a side.
