This story marks a sad crossroads for Chiaki. It's where she discovers the truth of whether heroes will help her when she's in trouble, or if they'll believe the worst of her and turn their backs to her, forcing her back to the criminal underworld. Sadly, she's prepared for either one.

She had a plan at the Safe. Her plan was interfered with, and now she's trying her best to direct the attention at those who might have interfered with it. So far, it's not working, and she's becoming worried. The letter to Hatman is both a plea for help, and her way of saying goodbye.

Chiaki isn't going to give up easily. If she can't get herself free of these charges, she's not going to turn herself in, either. And she's going to be left with the bitterness of what it's like to have those she cared about turn away from her.
