Fortunately Anna can't create a zombie army, but I guess Drury might be most worried that her specs aren't definite - meaning that she's a fighting machine that's never really under control. It's like dealing with a human being.

It's more likely a human designed her. A robot like Utilizon lacks the abstract capability to think of the way Anna's brain is designed. Plus Utilizon, like the military, would want something easier to control.
Most likely, her design was conceived by someone who made her to be friend or family rather than a minion. Which annoys the military to no end.

Anna's biggest problem there is she's in the crosshairs of several organizations, and she *can* be overwhelmed by heavy weaponry and numbers (i.e. no matter how fast she is, dropping huge bombs on her from overhead will probably get her, or shooting her with a firing-squad like hail of bullets probably will too).
She's powerful enough to fight and escape the recovery efforts launched against her so far because they can't exactly keep her secret if they send a dozen tanks and a few bombers after her. If she starts gaining too high a profile, though, keeping her secret is no longer an issue.
So the only real danger there is how good an assassin she could become. She could kill any one she person she pleased and escape unscathed. Though if it happened enough, that would provoke an extreme military response too. Fortunately she seems to be picking up the Lair Legion's ideals so that's highly unlikely.
