Chiaki isn't a hero, she'd probably say she can't protect the whole world. She probably anticipates that though, and possibly will try to keep an eye on some of the more psychotic escapees from hiding.

Generally, though, she predicts that the Baroness will have to force her new Lair Legion into immediate action, and the escapees will be too distracted to go on a murder spree.

After that, her plan is flexible. Maybe she'll decide to work her way to confronting the Baroness. Or maybe she'll find a way to slip into civilian society unnoticed and maintain cover until the Lair Legion returns.
