It's only part of the plan. She's trying to seed mass dissatisfaction among the people of Paradopolis by making the Baroness and her New Lair Legion look bad. Maybe there will even be angry riots. She's also trying to see if some of those dangerous supervillains might have it in for some of Beth's new pets. Chiaki is gambling that the mass release might cripple Beth's organization before it really gets started. And that's just Plan A.
Also keep in mind that Chiaki used to work for one of the most powerful gangsters in Paradopolis. She has the skill and the knowledge to become a near-supervillain herself, if only she can either avoid anyone who might want to kill her long enough, or create an organization of her own to protect her.

If she managed to find one, of course she would. Sadly the dinosaurs don't venture into the dense part of the jungle for some reason.
