I haven't told you why. The reason basically is that he was a WWII era Super Villain & did somethings that the Country at large wasn't so keen on. So, given the evidence they had the Government put him away & he's been in jail ever since. He's moved around a bit, The Safe isn't the first jail he's been too.

There is a more drawn out reason but I'll save that for a story. \:\)
