The bigger issue is that Al and others have methods of detecting her powers, as well as all the others... but didn't. That's what makes for the mystery though.

Drury (and Garrick) doesn't have to be reasonable. Generally speaking, they *could* just put everyone in jail who gets in the way for violating the government order. The comedy and tragedy of the scene with Liu Xi is she doesn't seem to understand that everyone in the mansion is walking on eggshells to avoid a rash of arrests. Yuki then reacts to the military turning on the only civilian present to use as leverage.
